BRIEF DESCRIPTION OF SCENE:

Cynical older man (G-Man) shows naive young man (Jarett) a printout of the Freedom of Observation Act, which is several inches thick, & says congress didn't read it before passing it. (pretty transparent allusion to the USA PATRIOT Act) Asks him to flip to a particular section & read it out. Jarett does & is shocked by what the law says.

BACKGROUND INFORMATION:

In the wake of terrorist attacks Congress has authorized pervasive & networked surveillance of ordinary citizens with a very low threshold of justification. The portable cameras being used are acting beyond the scope of their legal authorization which is pretty far to begin with, but there is little to no oversight.

The opening scene of the movie provides a quick overview of the legal background.
